Recently my computer has had a really loud fan sound lately. It's also not very consistent. Sometimes it starts out really loud and other times it can get really quiet, like it was before. Some days it sounds quiet all day, and others it will get really loud and then quiet down. It also seems to ramp up and slow down independent of what I'm actually doing.

I have looked at all the temperatures and nothing seems off. I have ruled out my case fans, so it's either the GPU, the CPU or the power supply fan. I believe it might be my gpu fan, because it seems like one of the fans might not be spinning right. It just doesn't sound like a broken fan or something, it's more like what happens when you start playing a game, it just sounds like it's ramping up to be very loud.

I think it might be my GPU fan because when I was looking at it, the spinning of the right fan seemed off for some reason. I have attached a video of the GPU fan.

Any help would really, really be appreciated

Fan sounds like it’s hitting something though it could just be wear.  Fans don’t last forever. The noise might be modified by how fast the fans are spinning, which is modified by how much heat the gpu is producing which is a factor of how hard it is working at any given moment.

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

They don't seem to be hitting anything. Also I don't think the GPU is working any harder. I was watching the GPU utilization and it didn't change at any point, nor did the temperature.

I'm not even sure the GPU is the problem.

Is there anything that can be done to narrow down the problem? It might still be under warranty if I know what the problem is.

Can fans be fixed?

Fans are generally just replaced.  They’re not expensive, and they’re not meant to come apart any more. As for narrowing down noise, some sort of field serviceable stethoscope May help.  I’ve heard of people putting a small funnel in a length of hose, or even just using a rolled up piece of paper as an ear horn.
