My PC occasionally resets itself or simply powers off and i have to flip the switch on the PSU to get it to reboot.

When this happens the RAM and mobo lights stay on. Does this sound like a PSU issue?

Specs are as follows: R5 3600, GTX 1060, 32GB RAM, EVGA G2 650W.

Sounds like its a PSU problem. Had something similar when i tried to launch some games and pc was just turning off. Though i have a same cpu and PSU with 650 watts with 3070 and it works fine as of now, so you have plenty of power. Id suggest to reconnect all of the PSU cables and maybe clean your pc if it is dusty, i heard dust in ram slots can cause something similar

The hardware in question isn’t new enough to produce the same stuff as generally cause those.  Most common cause of crash after boot besides PSU stuff is memory problems.  That’s likely not even worth testing for though until @fominovnm’s suggestions are checked.  If it does come to that the program to do that with is called memtest86

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

Life is like a bowl of chocolates: there are all these little crinkly paper cups everywhere.
