ping!!!

So after countless days of googerling and general troubleshooting ive hit My head against keyboard one too many times nok.

My problem is this.

Ive resently gotten intermitten high ping(above 1000ms) even When the system is idle or just rebootet. Im running win10 with the newest updates. I have uptodate drivers. Ive switched out my networkcard. Tried both wired and wireless. Switched the ssd. Did a clean install of windows. Reset my router and updatet it. Yet the problem remains. Its so bad that Any online games just rubberbands me with No end in sight or just straight up times me out. The wierd Thing is that is can go 5 mins with just normal ping(10ms wired and 30ms wireless) but the a week ago the problem just startet. Didnt chance hardware or software just before fyi.

Any ideas?
