Hello, I have an i3 3240 paired with a hp gtx 760 192bit and in games like dying light and GTA 5, the GPU usage is all over the place while the CPU usage is almost always at 100% making the framerates very unstable. IDK whether or not my CPU is bottlenecking or if it's a GPU-related issue and if it is bottlenecking then what CPU should I upgrade to minimize it ,thank you.

Your cpus is bottlenecking. TBH just save up for a new system.

+1 to this. You would need to save up for a new CPU+Mobo+RAM

 

What you're experiencing is the GPU expecting, nay, demanding additional instructions from the CPU, but the poor i3 just can't handle it all. Hence why the CPU is pinned to 100% but the GPU is all over the place.

Find a i7-3770 somewhere for cheap.
