Opinion Needed For Build

So i'm debating building my brothers (2) used gaming pc, but i'm unsure which system to use as a base.

 

The two contenders are...

HP Elite Desk 8200  $99

I5 2400, 240w psu

or...

HP Elite Desk 800G1  $199

I5 4570, 320w psu

 

They don't play anything too intense just minecraft and other "lite" games.

I would upgrade the ram to 8 gb (16 if i can afford it) from the current 4GB and throw in a GTX 1650 as there plentiful in my area and affordable (250)  plus i would like to just run the card off board power so 75w limited. i also have no budget for this currently just planning too do this in the future (3-5 months) so that is a consideration as well.

 

Just curious if the move to haswell would be worth the $100 per or if the sandybridge would be enough for now.
