SATA to USB?

No, USB-C does not deliver 12v. Also it says both because it needs both for power.

Hey,so I have a SATA to a single USB  adapter plugged in to my USB port on my laptop and I have connected my old mechanical hard drive to it and the LEDs(both of them) on my adapter light up the disk shows as a usb device in device manager but doesn't show up in file explorer and in disk management it appears but says no media next to it. So what do I do? Can I open it in  Windows or do I need Linux?

OK, so that looks like a 3.5" drive, in which case it would not work with that adapter. 3.5" drives require 12v power to function, and since USB only provides 5v, the adapter needs to have external power to be able to function. 

 

That said, I could be wrong, it's hard to determine this sort of thing through a photo. Use a ruler or something to measure the side parallel to the SATA connector. If it's ~2.5", it's a 2.5" drive. If it's ~3.5", it's a 3.5" drive (give or take .25", I forget the exact dimensions for each of those drives).

Yeah I think it's 3.5'' I measured it it's pretty big. So then SATA TO USB-C or SATA TO 2 USB A adapter?You know 1 for power and 1 for data

You just need an adapter that's rated for 3.5" drives. They'll have their own power supply to make sure the drive gets 12v.
