Is my gpu too hot?

No, 98 degrees are not normal. I made a little research and I found that 65 - 95 degrees are safe on 710, you may damage your GPU. I prefer you to overclock it until the 95s.

i have overclocked my nvidia geforce 710 2gb +325 core clock and +300 memory clock and when playing games it heats up to 98 degrees celcius

is this normal?

That temperature is too high and I'd expect you'll be thermal throttling in game at that point. I'd dial back the overclock or undervolt.
