Does that yupp include if I use all of its cores?

Yes, you can even overclock if you want.

CPUs and GPUs are a lot more efficient than they were 10 years ago.

I got 2070 and recently bought 5900x and would want to know if 750W is enough for the setup or do i need more?

750W what?

If it's a 750W is something like this:  https://www.amazon.in/Frontech-PS-0011-Gaming-Efficiency-Computer/dp/B09BQGS2P9/ref=sr_1_6?keywords=750W&qid=1638137056

or this:  https://www.amazon.com/KDMPOWER-MI-X8775CD-Quiet-Gaming-Supply/dp/B07DTNKJW4

Then the answer is "no".
