steam download issue

since a couple of months im having issues with downloads on steam 

before i had a constant download speed and now it keeps going up and down in steam for some reason 

i even bought a new hdd that didnt fix the problem

the problem is only on this pc every other device is fine

any ideas how i can fix this ?
