It's a HP EliteBook x360 830 G7

That's a 65w laptop. It may or may not work, but if it does it will be very slow.

My Latitude 3120 is also 65w, 10w (powerbank) doesn't work but 45w (phone charger) does.

Some laptops will, some won't. Gotta try. If it works it'll likely be slow, as in overnight slow.

What laptop and wattage is the powerbank? Most likely it won't work.

It was more of a theoretical question since it is only a 10 watt powerbank with 18.5WH while my laptop would take like 40 WH to fully charge. It would at best extend how long it lasts but it wouldn't be able to charge it. I expected that

But I guess it can't break my laptop, right?

Edit: It didn't. HP gave me a warning that the output of the HP Smart adapter is too low and my power bank doesn't even start charging
