My computer isn't booting, flashes debug lights

Update: Unplugged a bunch of cables/gpu and plugged them back in, it works!

 

 

Specs:

i9 9900k

Msi Z390a pro

Noctua NH-D15

EVGA RTX 3060

NZXT H510 (i know)

Thermaltake bronze psu 750 watt

Four hours ago I shut down my computer with the power button (windows prompts me that some apps are open, I go ahead anyway). I return to my PC now to boot it up and I am getting some weird behavior. When I click the power button, my fans start to ramp up for a fraction of a second, the EZ Debug CPU light flashes, then the DRAM light flashes, then the CPU light again. Then it stops for a second, and loops itself. I've attached a video of the behavior. Any ideas on how to fix this?

first thing I'd try is take the GPU out and see if it boots, then try each ram stick individually on the furthest slot from cpu and see if it boots that way, take cmos battery out first though and unplug the power cord to reset bios settings as well. I'm hoping you can at least boot with less parts installed using integrated graphics to narrow your problem down without a test bench

 

I can't give you the answers to fix it, but this is just what I'd try first
