Motherboard fan SO LOUD

So my PC is extremely loud when it’s doing anything, and I wanted to make it quieter. So first what I did was I went into the BIOS setting and I saw something called a MOS fan was running at 16000 RPM so I tried to decrease it but it didn’t work. So next, since I didn’t know what the fan was, I temporarily turned of the CPU cooler. But it was still loud, so I turned off the Case fans. But it was STILL LOUD. Also, I knew it wasn’t the GPU either because the fans are turned off 99% of the time. So my next thought was “Is it the PSU? So I walk back to the PC and put my ear against the back to see if I could hear anything, and I could actually hear the MOTHERBOARD fan. So I was like wtf how does the motherboard fan get that loud. I tried turning it off using dragon centre or even the bios, but it didn’t work. Pls help

Given that you seems to be taking about a fan attached to a motherboard and that's uncommon, as far as I know, a parts list and/or photos of your computer would help people understand what's going on.

Those tiny chipset cooler fans are terrible and super loud and fail quickly much of the time. If possible, I would say take off the shroud that has the tiny fan and replace it with something else, maybe a 92mm, or depending on how much airflow your case has, it may be fine in its own.

What motherboard? This isn't a x570 is it?

I'm not actually trying to be as grumpy as it seems.
