So I installed Pop!_OS on a partition on my secondary hdd which also has another partition where I store my data. Windows Explorer let's me navigate through this D: (data) drive but the disk doesn't show any partitions in disk management.

 

The disk is in dynamic and doesn't let me change it to basic or mbr.

Windows doesn't know how to unlock the disk encryption or even how to manage a ext4 file system. Your best bet is to boot into Pop!_OS and move the files from Pop!_OS to the windows partition. Then once thats done just simply use windows to format the partition Pop!_OS is on.

The once thats done use the windows repair tool to restore the windows boot loader

To directly answer the question in the thread title. You cannot uninstall an operating system. It is impossible. Windows 11 allows you to revert back to Windows 10, but that's more of a restoration than an uninstall.

 

My advice is boot up a Linux live ISO and mount your pop OS install. Grab your data and move it to a Windows compatible drive, similar to what's said above. Then you can use the same Linux live ISO (It doesn't have to be pop OS) to remove pop OS.

Make sure you have a Windows USB on standby so you can boot into Windows repair and repair the boot manager. Though some bioses may let you bypass grub and get at the windows boot manager directly (Mine does)
