Noctua has a cpu compatibility section. https://ncc.noctua.at/coolers/NH-L9a-AM4-22/cpus/AMD/AM4?q=ryzen 7

The 5800x is listed as compatible without turbo / oc headroom. 

There are examples of systems using a 5950x but it's not officially supported by Noctua. https://pcpartpicker.com/b/RPTCmG

With a sht ton of undervolting anything is possible, though for a cpu thatll run well and not be completely screwed by a crap ton of undervolting, a 5800x
