High fan speed randomly.

I can't control my GPU fans with any software at all. They are running at 100% on startup and sometimes they die down and then come back randomly. They are running at 100% randomly for few seconds and then going normally

How can I combat this? I have tried reinstalling drivers 1000x times, Tried msi and firestorm. I have zotac 1070. Thanks in advance
