Budget (including currency): 600 USD

Games, programs or workloads that it will be used for: connecting to a DAC for high definition audio

My friend asked me to help him build a new PC to replace his old mini PC. At first I thought it would be an Intel PC but then I saw that the prices on the AMD parts are much lower when you need both Wi-Fi and SPDIF out (And I was reluctant to build AMD after my previous build but I'm through that)

Also, the retailer here sells an AMD CPU I've never seen, he sells it as a TRAY and not BOX, because I guess it's only intended for OEMs:

CPU: AMD Ryzen 5 PRO 3350G  - $175
Motherboard: TUF GAMING B550M-PLUS (WI-FI) - $180
RAM: Corsair Vengeance LPX 2x8GB 3200MHz CL16 - $68
Storage: Samsung 980 500GB NVME $60
Case: Something cheap - $50
PSU: Be Quiet Pure Power 11 500W - $70

Total: $603

(Or keep his SATA SSD and then total would be $543, because he barely uses any storage)

Is it a good build for the $600~ budget? Or you would suggest something else?

Well, your Motherboard, Storage, PSU and RAM configurations are very solid, but there is one thing that I could suggest:
The Ryzen 5 PRO 3350G is an OK APU, it have a Zen+ Architecture, 4C/8T and 10 GPU cores.  However, since it costs 175$, it is very close to the Ryzen 5 5600G, a new APU with Zen 3 Architecture, 6C/12T and 7 GPU cores. You can find the 5600G on Newegg for about 240$. IF your friend really can use the SATA SSD and spare the 60$, you could make it and upgrade the storage later. It would be very beneficial if your friend is planning on buying a graphics card in the future.

PS: I don't know your region, so Newegg might not be available.

This is much better indeed. I just need to find a different board with SPDIF, or buy a 40$ sound card, very nice build, thank you!
