Ok, how about specs? What games are only using 20%? What driver? What OS? Need more info to help.

So are you seeing any frame drops, or low FPS? Or is the game just that potato-y that it only uses 20%? Have you adjusted the power settings in Windows to favor high performance? What about the power management mode in Nvidia Control Panel? Run the game with the task manager open and see what CPU utilization is at. My son plays Roblox on my PC and I see about 20% usage running it right now, but that's also with the graphics cranked and on a 1080 SC.

What CPU and ram do you have and what's their usage. For CPU check per core usage and not just overall. You might only be using one or two cores maxed out

I'm not actually trying to be as grumpy as it seems.

How does the CPU load look like?

If the CPU can't go any faster, the graphics card is limited.
