Opened Skyrim a few minutes ago, got not a crash to desktop but taken to the desktop screen and that same (or similar) message appeared. 8 GB of memory should be more than enough, I'd presume even if I had 32 or more GB (up to 192) it'd still happen.

The last case wasn't an external, nor any sort of removable drive. Weather the cable is faulty or not I'd doubt. I think I ran a error check of internal 2 TB drive and got the same message, seems when I reformatted last week something happened.

Maybe your best bet would be either a new clean install. (Wipe drives and start again) or place one of your drives in a diffrent pc and check to see if you get the same error. If you don't then its your pc if you do get the error its the drive.

My point is that Windows is pretty much impossible to use if you disable explorer.exe

How is that a stupid point? He might have closed explorer.exe not knowing what it was, and been very worried.

Don't give me crap because I type English in a way that you don't understand. I didn't mean that windows would physically break.

You can use CMD without Explorer.

I presume I'd have to uninstall some programs, as I'd be cleaning the registry. Since I have a SSD with the OS on it, would I just be able to stick the Windows 7 disc in reinstall, download the Windows updates, and reinstall (some) of the programs again (steam, firefox, etc) - though those are stored on the HDD.
