You should be able to do a backup through WhatsApp on the old phone to e.g. Google Drive . Then on the new phone restore that backup.

Are you using the same phone number and Google account that made the backup?

Hmm. Also not on cellular data, but on WiFi? Otherwise I'm not sure why it won't let you restore the backup.

Are you doing the procedure to set up the new phone as your Whatsapp device? It's only at the end of that that it'll offer you to restore the backup.

I have followed everything and it still doesn't give me an option to restore the backup. What's more wired is that the only the group chats show up and the people on the group are just numbers even though they are contacts in the phone.

AFAIK if you have already completed the setup, you can't restore. Trying the setup again doesn't help.

I am getting pretty fucking sick and tired of the "watch something else" responses. It's such a cop out answer because you could say that about basically anything, and it doesn't address the actual complaints. People use it as some kind of card they pull when they can't actually respond to the criticism raised but they still feel like they need to defend some company/person. If you don't like this thread then stop reading it. See how stupid it is? It's basically like telling someone "shut the fuck up". It's not a clever responsive, it doesn't address anything said, and it is rude.
