Can't get fixed GPU clock in OC

I have RTX 2080 and want do some OC but problem is that I can't get fixed clock speed every time I set line too 1900 Mhz GPU sometimes random just go too 1915 or 1930 Mhz even clock line is set for 1900 Mhz that +30 Mhz make GPU unstable and it crash in some games. I use MSI afterburner for OC.

That's because your gpu is boosting on top of your overclock. When your gpu gets hit with a load that it finds appropriate, it will boost, and that boost might be higher than what your card is capable of. Just decrease it until you find what is stable by hitting it with games / benchmarks. So is the nature of overclocking

Btw sometimes it run even below that 1900 Mhz not sure if it's due game or something else but after some test I seen that clock go too 1885 after temp hit 70C even temp target for that GPU is 83 it still get down clock.

In your overclocking software, such as afterburner. You can have it set to a power priority vs a temperature priority. Set it to temperature. That might help. For it to drop down, that's just simply natural power saving. As you can see I have a moderate overclock applied with the base and boost triangles highlighted, but the gpu drops down to save on heat and power etc

it's normal behavior, the clocks are temp or power limit sensitive
