If you're talking about in task manger, then yeah it means disk usage.
The only way to fix 100% disk usage would be to get a faster drive. If you're still using a hard drive, then you're best idea to get an SSD. If you're using a SATA SSD, get an NVMe drive.

It's not that abnormal if he's still using a hard drive.
