Specs:

CPU: Ryzen 5 3600xt

GPU: ZOTAC 2080 Super AMP 8gb

Ram: 2x16gb-3200

NVME 256gb

2TB HDD

I just got a new GPU for my system, but when I powered it on there’s no display. The front fan nudges a bit when the power is on, but there’s no post. The other fans, cpu pump, and RGB are all working. I also noticed a damaged pin on the gpu.

You should return the GPU for new one. A single damaged pin on the gpu will lead to catastrophic failures, and that explains why everything else is working. May I ask where the pin was located? Even if the damaged pin was not the case, I still would recommend you to get a new one. Did you check if you properly connected the gpu to the power supply? did you push it in fully?

I pushed it in fully into the PCIE slot, and I made sure it’s connected to the psu. I attached some pictures of the pins.

It's got to be the damaged pin then. Some circuits if cut off won't touch the metal parts of the pcie slot, so electricity cannot go through. Did you touch the actual graphics processing unit?

What do you mean by did I touch the actual graphics processing unit?

Sorry for not specifying, the actual graphics processing unit is the part that is not covered by the metal backplate on the back of the gpu. If you touch that, oils could have messed it up. It's the uncovered part next to the "Live to game" text.

I don’t believe I did, no.

That's very very weird. Upon further inspection, it seems like there were small marks where part of the pins used to be. You should definitely purchase another gpu. for the side with only one short pin on the very end (to the right of the picture) that is definitely normal but the opposite side is broken. I've seen many people ask if their gpu pin broke (theirs was fine but one of the pins was short which is normal), but this rtx 2080 super is definitely defective.

In the current economy, I would advise you to find an rtx 3070 ti, a 6800-XT, or an rtx 3080 to replace your gpu using a (reliable, emphasis on reliable) bot on bestbuy because their graphics prices are base msrp. The rtx 3080 is about the same price as your 2080 super assuming you got it at msrp, and is a huge improvement with more mature ray tracing cores, better gddr6x ram, and higher core count which helps with things like blender and multitasking. 6800XT usually gives 10-20 more fps than the 3080 while beingn 50 dollars cheaper, but it has less cores, worse ram (though it has 6 gb more gddr6 non-x ram than the 3080 which compensates), worse 4k capability, worse multitasking capability, has no dlss, and ultimately has way worse ray tracing capability. the 3070 ti is definitely a solid competitor if you cannot find a 3080 or a 6800XT, beating the 2080 ti in every aspect while being a hundred dollars less than a 3080. Best of luck finding those gpus!

Could it possibly be a power issue? I know my psu is only rated for 450w so maybe it’s not getting enough power 😞

Probably. You need to purchase a new power supply and try that out first. 450 watts (assuming it is 80+ gold) can deliver a constant rate of 400-420 ish watts and that will make your 2080 super really weak. If your power is not strong enough, then your gpu won't even turn on. That might explain why the fans are not turning on, because even though the pins are damaged the fans should turn on. The recommended psu for a 2080 super is 650 watts 80+ gold. You should get a corsair RM 750 or 850 watt 80+ gold power supply to future proof your build, because the recommended psu for a 3080 is 750 watts.
