Windows Explorer freezes after I login

Weirdest bug that I cannot seem to get to go away.

 

When I login things lock up for a few minutes. The desktop works, but hover over the start menu or task bar and you see the loading icon. No pinned icons in the menu bar, and startup apps do not run. If I click anywhere Explorer crashes (all UI disappears for a second). Usually then things come to life, but not always. Combine that with search bar randomly disappearing, and random window freezing, and something is off here. I've updated drivers, flashed BIOS, reinstalled Windows twice, I even took this into Micro Center for a hardware diagnostic. Everything came back clean. All behavior happens in Safe mode too.

 

Any ideas? I'm losing my mind here.

 

CPU: Ryzen 5 5600X

MB: MSI B550 Gaming edge wifi

GPU: Asus RTX 3060

RAM: Cosair Vengeance 16GB RGB

Windows 10, 21H1

use a different or older build of windows and see if that fixes it. your install media may either be bad or that specific build just doesn't like your hardware config.

I've always used the media creation tool, is there a way to force a different version? Bc this is the version that I always get (I've tried multiple install disks now).
