PC Randomly stutering

Could be doing anything from watching a youtube video to gaming and the whole PC (like everything) will stutter for a second or 2. It's infrequent and random but has got to the point where it definetly isnt a one off.

Specs:

Ryzen 9 5900X
32GB Dual channel 3200

RTX 2070 SUPER
TUF GAMING X570-PLUS (WI-FI)

1TB m.2 SSD and 4TB HDD

PSU 1000W Gold
