So... is my cpu always supposed to be running high?

That's a preference if you want the power saving options or have it at full clock. To make it easier; you're not going to drive a bmw at M mode when you're parking it. When the cpu is not doing much like when you're browsing its best to have the power saving options enabled so the cpu can clock down since performance is not necessary at all. The clock speed will go up if it's really needed.

I thought you were supposed to disable those to oc? Which power saving settings?

you dont have to disable them, but it might not be as stable if they are enabled at higher clock speeds.. you can have all of them enabled if you want.
