So.. how to play a video before logon in Win10 like Linus

So hello there ppl ...in the tik tok video by LTT at 12:45 Linus plays LTT intro video before logon ,I want to do that too but he just linked to

 This ...and they recently did this again with the communist PC build ....now I am not very familiar with this stuff so can someone plz guide me how to actually do this or atleast make a YT video because I can assure you many ppl are stuck like me

It's actually after logging in, at least in the latest video. You can see him using password.
