for that price, might be best to get something like a used dell optiplex tower, and try and fit the best used/new gpu you can with whats left over.

9020 MT 250$+tax: https://www.ebay.com/itm/274913851081?_trkparms=ispr%3D1&hash=item40022476c9:g:AhcAAOSw6hZgV4TJ&amdata=enc%3AAQAGAAACkPYe5NmHp%2B2JMhMi7yxGiTJkPrKr5t53CooMSQt2orsSlHY%2FYTip4QFVjNQrCEJt6oxmdFIgVdDx92DFVZp7df91cSOywRSVF%2BqcbYiQCtGaXe%2BoYtR3ZWDzpkIrE1c%2BcYBCld1zMM996TkHcv90ZwFGK26sdfzbqnpyUUuQSGh2LFHUZIKCqzWgflvhUOBNgbV9xUvy3z3BqkpqROYZi%2BL2JOrqxOmN4kZrtld01yOIrFrYmbqhKcrJTHift9HD6B1bgiZ06WQ9VG%2F0hjIsV9T5l1QslsXFLt8rK83du6PAV161Q9MGdgXB3XM6glX%2BlDK8Jc3fWlrnRdmb1vkznlZI4RANn0qVMHgcWQbe2zj6vr340F9rGtLgjtt%2BZqLld4ngVF9Rrv0tqexH%2FQE1lvLbiJrLulJjJSiEuew9aHHnU3Fz4DCKg3Zk3acy6gf9nXnawLBm8VUerdKkHuehvMP%2F3j2dke6JCBxCKO2eHuwX3eGu0sjd5xsHz%2BrgmfrK2XdkZe00WxV8Xn8mqPBf8fu5LlvRRQyLQhRIb11%2BAWMxVCzdeeJRa63E7R0vDeJ2VDdD2qjsD8KLR9Pt6e3NiLe3kyrPvXo8kfJrudaiU2QW7FzyiClXCuVDq5l9fOn1JEWPBc8SN249nFGB8sAO9OE9iuwuzzQGRNbuAZjIF0ah8BXTxIerO0jwjndE3%2FFDT4B4XurvgJHikAwksBamx%2BEy0QEUSkmrRnOvvdK%2BV7U3LGGYe7NHVQkl6zL3LYCWBWYwcyCefvz4kHH1XTSN7om5ysPziFoxR0LyliCyP2slSlIGq7Vjn9fkkATE6XcHKb0Fz34R2t0XDHdyv4RthXTjyW7x6YDMl6LickKZsjQk|ampid%3APL_CLK|clp%3A2334524

wd blue 500gb ssd: 55$+tax(might be better/cheaper options) : https://www.amazon.com/dp/B073SBZ8YH?tag=pcpapi-20&linkCode=ogi&th=1&psc=1

that would leave about 175-275$ for a gpu, could find a 1050ti, or a 970, or a 1070 within that budget on the used market.

there are plenty of combination of storage, tower, and gpu you could play with to get the build where you want, but it should do what you need. just keep in mind that the stock psu might not run all of those gpu options, so i would keep that in mind in case you need to fit a new psu into the budget. building a pc from scratch with that budget can be done, but you will get more bang for your buck building off of a dell prebuilt imo.

Buy a 4th gen i7 Optiplex tower, a new PSU, and a GPU like a 1060.

You can then buy either a molex to 6 pin PCIe adapter, or get a new PSU to throw in the case with whatever money you have left.

You can find all of these parts cheaper on local markets, they're just what I quickly found on eBay
