Unable to get into BIOS (ASUS ProArt B550-CREATOR)

My friend just built a pc that has no OS on it or anything,

 

It comes up with "Press DEL or F2 to access BIOS" or something along those lines and it just doesn't work.

We've tried everything - the keyboard works on other PCs and we've tried all the USB ports.

 

It gets to a post screen where it says:

"please enter setup to recover BIOS setting. USB Device Over Current Status Detected ! ! System Will Shut Down After 15 Seconds"

After we tried everything we could think of we updated the BIOS to the latest version using a USB and it still isn't working.

We shorted the CMOS pins for 10 seconds with the system turned off, which changed nothing.

 

We can't go into windows or anything because there's no OS on his m.2 or his HDD. We're completely stuck!

 

Any ideas?

is anything else plugged into the usb ports? "USB Device Over Current Status Detected ! !" sounds like either something attached to the usb port is broken or the usb ports themselves are broken/shorted.
