I am using a dell Inspiron 15 3251 laptop and experiencing some lag recently while doing simple tasks like playing YouTube video( video itself plays normally but the player interface is somewhat unresponsive). Also, while doing these the CPU usage not much(30-40%) but i am experiencing a kind of lag that i would get on 80% CPU usage. And, Minecraft which was running at 30-35 fps suddenly decides to run at 0-5fps.

i collected some data from monitoring software and based on it the issue might be related with CPU. The Intel i3-3217U is rated 1.80Ghz but in the hwmonitor the max clock speed shows798 MHz and it is kind of locked at that(doesn't decrease or fluctuate). Task manager shows the same clock speed. Moreover, the task manager shows different CPU usage(30-40%) than the hwmonitor (high usage 80-100%) while doing normal tasks. The cpuid also only shows 798 MHz. Somehow the CPU clock is being decreased and set to a constant speed that is half of original speed??

On top of these issues, the hwinfo app tells that integrated GPU not using physical PCIe bus or currently disabled because other GPU is enabled.

Also, I performedbenchmark test but the whole time i didn't the CPU usage rise up as it should(it didn't even reach 40%).

I installed throttlestop but didn't actually touch anything. I also did the balanced power plan setting and it was already 100% minimum is 5%.

I am really lost and don't know what I should do it.

Please help!!

This really seems like a power delivery problem. Check the power settings again. I dont know if this CPU only takes this much but damn, 6 watts is not a lot. 

Have you tried programs like Cinebench to see what your CPU does when it's pushed to its max ?

Maybe try to re-install the drivers on Dells website (I didnt find your specific model but if you can, update them).

 

Wait for other replies but one last thing you can try is always to update your bios.

Throttlestop is telling you BD PROCHOT is triggered and causing the throttle. Check the charger and battery if they run excessively hot, otherwise just uncheck BD PROCHOT from throttlestop.

Task Manager has a weird behavior of taking base clock as reference for usage when clock speed is below that. 1.8*0.35/0.8 = 0.7875, roughly inline with what you're seeing.

BD PROCHOT throttling is triggered by a sensor external to the CPU. Your CPU is fine. It is not overheating. These external sensors fail all of the time.

 

As @Jurrunio said, clear the BD PROCHOT check box. This should immediately fix this throttling problem.

 

Run something simple like a TS Bench - 1 Thread test and see what speed ThrottleStop reports. Post a screenshot while this benchmark test is in progress.

 

Edit - On Dell laptops from this era, BD PROCHOT throttling is often times triggered by the power adapter. It is not worth replacing your power adapter if it is still able to charge your battery. It is usually just a bad sensor. Dell used to include these sensors to force users to only use a genuine OEM Dell power adapter. Almost all of the time, it is either a bad sensor or you are not using a Dell power adapter.

I tried a passmark software test and surprisingly the cpu usage is around 35-35% which is i guess pretty low because benchmark test should have very usage i think.

I tried dell official website and installed a graphic driver update.

Also, i tried searching the internet but didn't find a suitable way for updating bios.

I don't use battery and haven't used it since 2018 because it died. My laptop runs on ac power.

I forgot to mention i use my laptop on ac power since my battery died about 2 years ago.

I will try out what you suggested but should i tun benchmark after unchecking BD PROCHOT or before.

Also, will the faulty sensor cause any other problems in my laptop?
