Why AMD didn't add FSR in their driver?

From what I've understood, FSR is basically just the next evolutionary step of traditional bilinear upscaling which was pioneered back in CRT days and isn't exactly meant for LCDs with their individual pixels. That explains why 720/900p looks blurry on 1080p monitors. And since it's possible to add FSR in Linux, I see no reason why AMD couldn't bake it in their drivers. After all, Nvidia GPUs come with Lanczos which is essentially FSR, minus the CAS sharpening pass which can be added via ReShade anyway (I recommend GitHub's Marty McFly's fork of CAS):

Sure, programs like Magpie and Lossless Scaling exist but they just tank the performance and also don't work with VRR monitors.

 

Which brings us back to the question: Why?! Was this whole FSR thing just a gross marketing stunt to divert consumers' attention away from DLSS and Ampere?
