I have AMD 3800x PROCESSOR, Gigabyte Aorus Pro B-550M Motherboard. XFX 580 8GB graphic card. 
before the PC was working fine, but after shifting house, its not posting bios post. I change the Graphics card slot, checked processor, RAM’s. Everything is looking  good. Processor and Graphics card cooler heat pipes become hot, (not too much) but shown sign or the hardware working. I changed the HDMI cable, also ports on my TV. But still not working. Please suggest me.

Have you tried to clear CMOS?

I cleared the the CMOS. But still same problem. One more problem identified, no any usb port on motherboard gives power when pc was ON (display not work).

One more thing found during troubleshooting, when I disconnect the graphics card then Motherboard All USB's got live and give power. I didn't understand why graphics card interrupt the motherboard USB power supply.

Hmm, that's strange. Have you tried another graphics card display port, i.e. HDMI or DisplayPort?

Ok, then the problem is with the graphics card then if it is preventing the PC from booting. Or the PSU is not supplying enough power.

I check the Keyboard d and mouse are not powering up. While graphics card is installed. But when i tried to charge my mobile in this condition, mobile are charging. Means I/O’s have power but due to some reason it not detecting keyboard and mouse.

These are just some strange symptoms of no power to the keyboard and mouse. Then removing the graphics card starts working magically by supplying power. The only thing that interconnects everything (GPU, ports, CPU, RAM) is the motherboard. The motherboard is defective.

Thanx bro for continuous support. First I will try with another GPU, if it give the same result then I will go for MB replacement.

Perhaps there is something wrong with the video output of the card?

It may still receive power but something is broken and it can't output anything.  It happens.  Also do the fans spin at all?

Also i just checked (curious) my GPU is cold to touch when I'm not playing a game, that's just to say, yes your GPU might receive power,  but i don't think it should get hot when nothing runs on it (i suspect something wrong with the power perhaps)
