Continuous boot looping when booting pc from shutdown

I’m having a lot of trouble with simply booting windows. My pc turns on and everything but keeps bootlooping and depending on luck, boots after 20 minutes of bootlooping. Everything in windows is fine once I boot. I done countless fresh installs and have even gone to take out my m.2 and sata ssd to give to a friend to format. However, he booted into my account first try which is indicating a possible hardware issue? Please help.
