Games, programs or workloads that it will be used for: 

This pc will mainly be used for ps2 era (and earlier) emulation, along with general internet use (netflix, sport streaming etc) and POSSIBLY hosting minecraft servers (although this is not a priority at all and would merely be a bonus). 

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc):

 

I am planning on scavenging a power supply, ram and HDD's as my old man has a bunch of unused office computers and even an unused server that i have been told i can pick at. Further, this will be used in a living room setting, so minimal form factor is preferred

Depending on the PCs, you can just take one pc, upgrade ram if it already isnt dual channel, and maybe put in a gpu

Better board could be great if budget allows, But if not still upgrade RAM.

And also make sure to get SSD, Even 120GB for OS will be okey to make life easier 😄

all great suggestions ! thanks for that. If i were to take the route of the other commenter, do you have any gpu suggestions? not up on whats a good bang for your buck these days.
