Windows 8.1 desktop background problem

A problem I've had bugging me for a while now; I can't change my desktop background from just plain black. This problem has occured on both my desktop and previous system when I upgraded them to windows 8.1. I can go to the personalisation window and find the picture I want but when I click apply nothing happens; not after signing out or shutting down either. I have looked around online and spoken to microsoft but I couldn't find an answer. Another seemingly related thing is I can't set the metro background to the cool animated scrolling backgrounds. Anyone know why this is?

Could be an application causing this - I know that teamviewer disables the Desktop background
In any case, Windows 8.1 is buggy as hell, Maybe the Win 8.1 Update 1 will fix it for you

Did you activate it? That's the only thing that comes to my mind that might be causing the problem.

Yeah it's activated, just double checked.

Can't deny that 8.1 is weird. All these problems only appeared as soon as I 'upgraded'. I'll look into the programs I have installed, it makes sense since the problem has happened to me on two devices and I copied my files from one of them to the other.
