You may need a new psu to support your 3080ti (350w max power draw)

Nvidia recommends 750W PSU for 3080Ti and i would honestly add another 100W on top just in case.

 

If you downclock your GPU you might get by with 650W for a while but it's not healthy for GPU to be constantly starved of power.
