I recelnbtly been experinceing the CPU usage is 100% at all times when not using the the pc at all, no application are running such as chrome or any games, and my power plan always changes by iteself never stays the one i choose. 

I tried every possible soutlion but it still changes the power plan and CPU usage 100% 

My specs are

10700K - 3.8GHz (5.1GHz Turbo)

RTX 3070

Gigabyte GP-P750GM 750W Gold Full Modula 

MSI B460M PRO-VHD Wifi

Any help would be appreicated thanks!

Offtopic but

PLEASE REPLACE THAT PSU BEFORE IT EXPLODES AND KILLS YOUR OTHER COMPONENTS WITH IT

 

i think gamersnexus made a vid about this so go check it out, and if your psu is an aorus and not a gigabyte then i think your psu is fine since its the gigabyte ones that blow up from what ive heard

 

And yes these things do actually blow up and not just smoke up when they die

Are you looking at the Task Manager Processes or Performance tabs? These tabs do not show CPU usage. They show CPU utilization. These are two different things.

 

If the Processes and Performance tabs are showing 100%, look at the Task Manager Details tab. Does it show 100% too? If the Details tab does not show 100% then the problem is your computer is not using the low power C states. This is almost always a BIOS issue. Are you running the latest BIOS version for your motherboard?

 

Run ThrottleStop so you can see what C states your CPU is being allowed to use.

Go into the BIOS and try enabling C1E, C3, C6 or C7 if these options are available. 

 

What power plan are you trying to use? Open up Power Options. What happens when you select a different power plan? Does it immediately change back to the original plan? I have never seen that happen before.

Usually caused by a virus,malware installed via some software you installed.

Can you check what process is running your CPU 100% in task manager?

 

Please do not take offence for my apparent confusion or rudeness,it's not intent me to be like that,it's just my BPD,be nice to me,and I'll return twice better,be rude and usually I get easly pissed of...I'll try to help anyone here,as long as it's something I dealt with,and even if you think I'm rude or not polite,forgive me,  it's not me it's my BPD.

yes that could be the problem since gigabyte PSU are not reliable, at the time i got suggested to buy that specific one.

So pretty much when the computer is just idle no programs are open no games are running it shows a utilisation of 100% CPU usage and the application that is using 90% is WMI provider host. I end the task that uses 100% CPU usage then when i close task manager and open it back again the same application is still running after ending task. 

Everytime i change the power plan to power saver or balanced settings it keeps changing back to performance and the other plans by itself for absolutely no reason!

Pretty rtarded suggestion if youd ask me, but i guess whomever suggested that psu prob just thought "hey its a branded psu and it cheap too" and they prob didnt know that these psus tend to blow up so fair enough

 

Just find a cheap decently reliable psu, i suggest checking the psu tier list (insert link here pls) and going for something b tier or better

 

Personally im the bargain bin guy so i just go hunting for used psus, absolutely do not reccomend it unless you know what you are looking for

 

I look for high amperage on 12v rail, if its ~100w lower than the psu rating say 12v 30a, 12v rail has 360w and psu rated 450w then id say its a decent unit and make sure you are getting a single rail psu since on a psu w 2 or more rails they tend to have low amps on each rail so you may overload said rail and trigger ocp, in that case a 450w with 30a on 1 rail > 696.9w with 20a on 3 rails
