Low GPU usage

Hey guys,

I have been having issues with Low GPU usage only in Valorant, but other games and software run just fine. I use to get around 100-130 fps always on my laptop which was single channel then I recently upgraded to dual-channel and it worked flawlessly, fps was around 150-180, but now my GPU won't go above 10-15% in game with fps b/w 50-80 no matter the graphics setting. I have tried almost everything including power options, drivers, in game settings graphics settings, checked them all but nothing worked.

Laptop specs Ryzen 5 4600H,16GB 3200Mhz dual-channel, 1650ti.
