What settings and programs are you using?

Should be fine for most 1080p streams. But why would you get a 1900x here. Its a pretty slow chip compared to newer ones, and it needs expensive motherboards. Id rather have something like a 2700x/3700x/10700 here.

Or get a gpu, 30xx cards can have about the same quality in the hardware encoder.

Well my 1st  pc is not. A high end only has a 1060 in it so medium settings I only can get to but yes 1080 res n jus a bunch of overlay transitions with 3 cameras 2 webcam c920 ,avermedia 4k n a canon eos RP  with a cam link

What are the specs of your current PC?

Id probably just put your money into a faster main PC.

Idk if I should go threadripper 1900x 8 cores or a intel i9 7940x 14core that Linus tech tips channel recommended on his YouTube channel

What price are you getting them for?

Id get neither of those, and get a am4/1200 system. Both are faster + cheaper.

What is the price of the board? The boards are real expensive for those chips.

Id just use the money to upgrade your main pc. What are the parts in your current PC?

Whats your main pcs full specs?

Id just get a better pc for your main pc with your money here.

The 1900x makes no sense with those prices, something like a 10700 would be better and cheaper.

I wouldn't get a second PC here, Id just put more money into your main system.

What is the total upgrade budget?

Did you look up prices for a 10700 system?

You can  defiantly stream and game on the same pc without lagging.

Your current pc should be able to stream without lagging, what stream settings are you using?

You can get a capture card on your main pc to stream

Your gpu is probably the quality limit, but the visual differences between medium and ultra is pretty low.
