Pc shuts down

Basically from what i've gathered, i need a new power supply, or rather replace the one i have. I have a seasonic core 650w gold certified paired with an rtx 3070 and a lot of people have said it's because the power supply is a seasonic and they have problems with 3000 series gpu's. I'm experiencing random shut downs, restarts and can't enable the xmp profile, so my ram doesn't even run at it's rated speed, it just shuts down if i try to enable it and i have to clear the cmos if i want to boot it up again. So the one i'm thinking of getting is EVGA GD 700w gold certified. Would this be a good pairing with the rest of the system? 

Pc specs: 

Cpu: Ryzen 5 5600x

MB: Asrock B550M Pro4

RAM: cruicial ballistix 16GB 3600Mhz 

SSD/Boot drive: Adata m.2 nvme 512GB, don't remember the specific model 

GPU: RTX 3070

HDD: Seagate Barracuda 2tb for bulk storage and games

And as of now PSU: Seasonic Core 650w gold certified

Is the EVGA psu going to be good for the build?

I don't really care if it's better or worse than the seasonic, I just want my pc to work properly. Or there is a Corsair TX650m gold psu as well, would that be better?

thats not a psu problem.

if its full black shutdown (no BSOD) then its likely a psu issue.

I Use my knowledge as business owner and self taught technician aswell as an AI to help people. AI might be controversial but it actually works pretty well 90% of the time.

I fixed it, turns out my bios was really out of date. I didn't really think that would be the problem, because my cpu(R5 5600x) worked straight out of the box, so I just assumed that the bios was updated. Somehow that was the reason for the restarts in games, shut downs and why I couldn't enable the xmp profile, everything works now, Ram runs at it's rated speed and I don't get the restarts anymore in games.
