At 1300$ price range and at 4k you should just forget getting strong CPU and spend it on good GPU and memory.

the budget you have given is not enough for 4k editing gaming
and u can downgrade  to 1440 p and get high refresh rate instead of wasting money on 4k

if i a have  to do 4k 60fps gaming and 4k VIDEO EDITING.....

how much I have to increase the bugdet..

there is a problem no one yet mentioned.

it is impossible to get gpu for that prive, 1300 usd is needed to get only gpu.

so, how much you need for this build, depends price of gpu.

this build is good, u are paying around 800 usd for other parts, for 4k you should get at least 3080, so 800-900 usd for other parts and try to get gpu... that's all ;d
