Games, programs or workloads that it will be used for: Adobe Premier Pro, Illustrator, After Effects, Casual Gaming ( GTA V, VALORANT).

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc):

I am upgrading from a Hp laptop and need to buy a pc that will be able to handle my work. I need a FHD monitor with 120 hz or more, I don't know much about which processor to go for (preferably Ryzen). I am still very confused between gaming laptop or gaming pc, but I think the laptops available in my budget do not have a decent build quality and are not future proof since I plan to use my machine for 4-5 years. Due to this reason I am planning to go for Pc.

I need help for choosing the best available parts in my budget.

Why not buy a Asus G14.

I have an ASUS G14 2021 with Manjaro KDE and I am a professional Linux NoOB and also pretty bad at General Computing.

Buy a zen3 ryzen 5 or 7 and a decent motherboard (doesn't need pci express gen 4) 16gb plus 3000mhz ram rtx 3070 750w to 850w psu (no gigabyte psu) with a decent case plus a cooler that fits your budget.

 

 

And find a decent ssd from here SSD TIER LIST - Storage Devices - Linus Tech Tips 

With a big hard drive for your steam library.

this is dependent on the games you play. For future AAA games, I don't think there is a system that will really last 4-5 years. For esports games, maybe an 8 core CPU with a 3060TI might work. Too hard to tell what games will require in the future. Although, I think these suggestion would be above your budget.

 

You can go with the upcoming build that fits in your budget, but I really don't think it will last 4-5 years:
