I've been looking into liquid cooling, and I think this is all I need, am I correct?

And I'm probably going to get a new card before I do it, but this one is just as an example if I get it now.

I think I've read somewhere that my model 670 uses a 680 board, that's why it has 680 plates.

In my opinion, I would take your budget and get a better GPU. Watercooling will just make it harder for you to upgrade which may be the near future.

If you would've read the original post, you'd see that this is just an example if I were to do it now, but I'm going to get another gpu before I do this.

I believe that's everything yes.

Congrats on your 1000th post!

Oh sheeeit didn't even realize thanks m8
