Find an optiplex with an i7 4770 or 4790 with 16GB of RAM for somewhere around $100-150, then use the rest of the budget to buy the fastest video card you can find, as well as a new power supply to throw in there. Make sure to get one of the non-SFF systems so you do have the option to throw a GPU in. A GTX 1050 Ti can be found around $150-200 and wouldn't require you to upgrade the power supply of the optiplex.

 

If you need the PC and parts to be new, go and save some more money. Nothing new in this price range is worth buying (not trying to sound elitist, it's just you would be buying parts that within either won't work in a year or are massively outperformed by 2-3 generations old parts at the same or cheaper price on the used market)

this is a capable machine, you can upgrade it with the previously mentioned 1050 ti down the line for an actually very good gaming/workstation rig.

Worst case gtx 750ti or gtx 950 without the extra 6 pin are both options too: Rx560/460 cards sometimes too.

i have nothing local, so i have to go off eBay pricing; maybe op is in a similar position to you though

Don't think they made GTX 950s without the extra 6 pin, but yeah they would work just fine as well if you aren't in an area with good second hand hardware. It still might be a good idea to try to buy a system off a school or office that's making an upgrade, if you know the right people you can get one of those systems for practically nothing.

Asus, Gigabyte and evga made a couple. A bit rarer but they totally exist.
