Get a hp pavilion gaming with a ryzen 4600h 16gb ram and gtx 1650 super should be right in budget.

Make sure you get the ssd version.

Hey guys i currently have a foxconn 2 ada mobo  with a i5 3330k and gt620 and 8gb  if i upgrade my gpu to a gtx1660 and ram to 32gb will that be a good upgrade or will it jus be better to upgrade whole pc  im barely getting into pc building and parts so im a noob at this pls help.!!

A modern Intel Core i3 (10100) has 1100 MHz faster clock speed and 8 Threads, so even that would be an improvement.

Benchmarks show, that the GTX 1660 would be 2000-3000 % faster than the gt620. So if you get 3 FPS now, you should get about 60-90 FPS with the GTX 1660.

Most games are totally fine with 16 GB. So before going up to 32 GB, you should upgrade CPU and graphics card.
You can get a 4 slot motherboard and get 2x8 GB, so you can upgrade later with another 2x8 GB kit.

If you tell us your budget, we can recommend PC parts. 

Without the graphics card, a build for like 400-500 USD should be possible.
It would boot pretty fast with a SSD and a modern CPU.
Graphics card prices are insane right now but even a GTX 1050 would give you 10 times your current FPS.

Keep in mind I'm talking about the desktop ;p. Had someone recently confuse it with the laptop. If you look around a bit a version with a 1660 (ti) might even work in the budget.
