So when playing games like Rainbow six siege or other xbox game pass games for example, my ryzen 5 3600 and 3060 ti both using around 80-90%, and when playing battlefield my ryzen is going 70-80 and the graphics card 50% maybe is because of the high graphics this game has, my question is, is there someway to lower the cpu usage so they can both me stable and get higher frame rates?

Everything has a "bottleneck" so to speak, and different games will tax cpu and gpu differently. You can play with your in-game settings a bit, but for the most part there'll be a consistent bottleneck, particularly with framerates. Older and less graphically intense games (Warcraft, BF4, etc) tend to tax cpu over gpu. Newer games (Horizon, AC Valhalla) will usually tax GPU before CPU.
