How to build Mini ITX computer

Guys I’d appreciate if someone could help me to build mini ITX computer.

 

First of all I am not a gamer and don’t with to be I just need a small comp to take it with me, just like laptop. The reason I want to use this pc is just to run GNS3, Packet tracer, some Microsoft office stuff. The price I’m willing to pay for the stuff is 300-400$ if anyone will say it’s possible just so that you know, I’m going to order it from china. 
 

I am not really a tech guy and I’d appreciate your help!

Unfortunately shuttle pc doesn’t come with cpu, ssd or some other parts which would cost more than 300$. Is there a better solution to my pb?

If you can't afford the core components for something new. Your only option will be used.  Check your local listings for something in your price range.
