Changing Wallpaper Keeps Defaulting to Solid Color

I'm trying to change my desktop wallpaper, but every time I change it, it immediately defaults to a solid color. I have sync settings off; I have tried deleting the TranscodedWallpaper file in the Themes folder. Nothing seems to be working. If anyone has any other suggestions, I'd really appreciate it.
