Hi, my cpu is the amd phenom ii x4 965 and im trying to know the max overclock for my cpu and not breaking it i have it overclock to 3.705 GHz base clock is 3.4GHz Mobo is gigabyte ga 790xt usb3 

 

(I have a aio so no need to worry about cooling and a 750W psu 80+bronze very overkill i know...)

better havea overkill psu then have a 400W psu, the cpu would for sure go to 3.8 - 3.9 Ghz, try doing a prime95 test when you overclock the cpu to a different Ghz if it crashes then you have to raise the voltage but dont go more than 1.35 because that would hurt the cpu AND motherboard

I increase the multiplier to ×19 (3.8Ghz) and run prime95 it didn't crash but gave me a green screen instead so I tried to increase the voltage but it was already 1.35 hmm

But then when I look at CPU Z it's only 1.44 so I go back to BIOS and increase the voltage by a little and it says the voltage is at 1.75 huh???

Incorrect - It can take more than 1.35v's and still be fine.
With the OP's AIO 1.45v's is perfectly fine and won't hurt the board either. However, I do not suggest exceeding 1.50v's with the current cooling in use, takes at least chilled water or better to get past that and for everything to still be OK in that sense.
As for results, it's all a matter of what the actual setup itself can do, no two chips will act the same or have the same capability. I'd actually try it running 1.45v's and see how far it can go.
That will give you an idea of what it's ultimately going to.

If I increase it a little it goes to 1.75 why?

Are you using offset or manual voltage to set it with?
I've always preferred "Manual" because what value I set it for is what it is - With offset you CAN get into trouble (OV from hell) in a hurry if you don't understand how it actually works.
