Buy a multimeter with serial output and read the serial output with your Arduino.

 

Otherwise, no matter what circuit you decide to make, you need ISOLATION from mains... at the very least an optocoupler or something between mains voltage and your arduino.  You don't want to electrocute yourself and die.

If you don't know or understand why isolation is needed.. stop it, it's too dangerous for you.

 

Here's an example using an operational amplifier and some 1 meg resistors to convert the AC voltage to a lower voltage that can be measured with a microcontroller..

Note separate 5v power supply is needed, and the microcontroller is not isolated, though the 1meg resistors make it somewhat less dangerous.
