Mobo bottlenecking

I have an asus tuf b365m plus gaming and an i7-9700f

Will a new 30 series gpu (looking at 3060 ti or 3070) be bottlenecked by my mobo?

Also, will an i9 9900k be bottlenecked by the mobo?

however one has still to be careful, i had a 2200g (100$) and a 1060 (250$) and it was bottlenecking so hard…

3600 was like a 20-40fps boost depending on the game, which is huge.

I call BS on this.  My kid has a 1600af with a 6700xt and the gpu performs almost identical to when it was in my system with a 3960x. Now maybe if the CPU is like literally multiple generations behind and the gpu is stuck on like something besides pcie 3.0.
